MULTI-ANNUAL NATIONAL PROGRAM FOR THE DEVELOPMENT OF ENTREPRENEURIAL CULTURE AMONG WOMEN MANAGERS IN THE SME SECTOR
Objective of the Program
The main objective of the de minimis scheme is to stimulate and support the establishment and development of SMEs founded and managed by women, improving their economic performance, achieving smart, sustainable and inclusive economic growth based on digitization, sustainable development, innovation and training entrepreneurial, in the context of problems related to maintaining the balance between family and professional obligations and prejudices still existing at the local level.
Allocated budget
The estimated budget for the period 2024-2027 is 800,000,000 lei, and the budget allocated to the de minimis scheme for the 2024 budget year is 200,000,000 lei. Through the implementation of the Program in the period 2024-2027, it is estimated that de minimis aid will be granted to a number of 4,000 beneficiaries, of which 1,000 in the year of 2024.
The value of the non-refundable financial allowance
The Non-Reimbursable Financial Allowance (AFN) is of maximum 200,000 lei/beneficiary, an amount that can represent a maximum of 90% of the value of the eligible expenses related to the project. For additional scoring, according to the scoring grid related to the Program procedure, the value of the related percentage own intake is ≥ 30% from the eligible value of the project.
The project registration period is from 30.07.2024 to 30.09.2024.
Eligible applicants
Companies can benefit from the provisions of the Program: micro-enterprises, small and medium-sized enterprises, which cumulatively meet the following eligibility criteria:
- are registered according to Law no. 31/1990 on companies
- SMEs, according to the provisions of art. 2 and of art. 4 para. (1) lit. a), b) or c) from Law no. 346/2004
- they are considered autonomous, related, partner enterprises
- they have fully private share capital
- people who have the capacity of associates / shareholders in several companies can only apply under this Program with one company
- are established until 31.12.2021
- are registered at the Trade Registry Office, have a registered office/point of business and carry out their activity on the territory of Romania
- CAEN code Rev. 2 for which he is requesting funding is eligible under the Program and authorized at the location of implementation until the time of issuing the payment agreement by ATIMMT
- at least 50% of the social parts/shares of the applicant company are owned by women
- they have no debts to the consolidated general budget, both for the registered office and for all work points, at the time of the administrative and eligibility verification. Applicants who have staggered debts are not eligible to access the Program.
- have not exceeded the de minimis ceiling of 300,000.00 Euro during the last 3 years for a sole proprietorship
- are not in a state of dissolution, judicial reorganization, liquidation, enforced execution, operational closure, insolvency, bankruptcy or temporary suspension of activity
- applicants (enterprises) can benefit from the non-refundable funding obtained under the Program only once during the period 2022-2027.
Activities excluded from funding
The provisions of the Program do not benefit companies that carry out:
- fishing and aquaculture activities, fishing and aquaculture products processing and marketing activities
- activities related to the primary production of agricultural products
- activities related to the primary production of fishery products and aquaculture
- processing and marketing activities of agricultural products
- production or sale of armaments, ammunition, explosives, tobacco, alcohol, substances under national control, plants, narcotic and psychotropic substances and preparations
- production or sale of energy products, leasing activities
- activities related to export to third countries or to other member states
Categories of eligible expenses
- Technological equipment: excluding mechanical, electrical, electronic gambling, pool tables, music machines. Technological equipment, according to the scoring grid, means all tangible assets in the category of fixed assets described in groups 2.1 and 2.2. from HG no. 2139/2004 for the approval of the Catalog regarding the classification and normal operating durations of fixed assets, except for those specified by this implementation procedure
- In the category of eligible technological equipment, tangible assets from the category of fixed assets for playgrounds, gyms, fitness rooms, drones, x-body and strength rooms, equipment, respectively specific systems are assimilated in order to achieve an economy of energy, systems that use renewable energy sources for the efficiency of the activities for which he applied for funding, including IT equipment, PC-type computing equipment, central unit, server, monitor, printer/copier/multifunction, portable systems, smart phones, tablets
- Acquisition of work spaces, production spaces and spaces for services and trade. The value of the asset to be purchased under the Program will be based on an evaluation by an ANEVAR expert appraiser, with the exception of mobile workspaces/production/services/trade
- In the category of mobile work spaces / production / services / trade are also included tents for organizing events and pressure balloons. An ANEVAR report is not required for mobile work spaces / production / services / trade
- Vehicles, Cars, Buses, Minibuses, Bicycles, Mopeds, Motorcycles, Karts, UTVs, ATVs, Caravans with or without Motors, Trailers and Semi-Trailers, Platforms, Isothermals and Refrigerations, Floating Docks, Marine Barges for passengers, pleasure craft, aircraft, vans and special purpose vehicles, with the exception of all G symbol vehicles, according to MLPTL Order 211/2003 as amended and supplemented
- Cars are eligible for all activities within the Program in an eligible value of a maximum of 50,000 lei and a maximum of 1 car/beneficiary
- The purchase of furniture, office equipment and systems for the protection of human and material values, according to group no. 3 of HG 2139/2004
- Salaries, utilities (electricity, water, gas, sanitation, telephone and internet subscription), accounting services and expenses related to rents for work spaces, production spaces or spaces for the provision of services and trade, representing a lump sum of a maximum of 60,000 lei from the amount of eligible expenses approved following the verification of the financing request, respectively from the amount of expenses approved at the settlement. The settlement is made based on the beneficiary's request accompanied by the documents certifying the creation of at least 2 jobs
- Presentation site of activity, online store, domain registration expenses without hosting, software/software necessary/required for the performance of the activity, electronic signature, licenses necessary for the performance of the activity. The e-signature expenditure is also eligible before the signing of the financing agreement
- Development courses of entrepreneurial skills developed in Romania or in another European Union member country - for the associate/shareholder/company administrator, in an eligible amount of a maximum of 5,000 lei/person
- Consultancy for the preparation of documentation in order to obtain financing under this Program and for the implementation of the project in an eligible value of a maximum of 10,000 lei.
